What was the economic policy in 1776?

I am looking at the economic policies in 1776 and 1787, and I want a clearer understanding of what the economic policy was in 1776.

  1. Policy? The economy in the colonies was based upon capitalism. Between the years 1676 and 1776, it had grown over 1000%, making the colonies the financial supporter of England, not the other way around. The English still "owned" the colonies and had been placing various taxes on commerce there to help offset the cost of the French and Indian/Seven Year's war. England had a policy of enforcement when it came to those taxes. The English Navy was stationed off the coast and was looking for rum runners (anyone trying to get into or out of port without being spotted by the Navy and having paid those taxes). John Adams used to say: "Those who have money are far more free and have a greater selection in life from which to choose than do those who have little or no money. Those who have little or no money, are enslaved to their creditors."
